Ограничили ежегодные расходы партийных политических комитетов суммой в 3 млн. долларов, а индивидуальные пожертвования в пользу национального политического комитета суммой в 5 тыс. долларов. Этими законами любому государственному служащему или чиновнику штата запрещалось получать какие-либо выплаты из национальных фондов, использовать свое служебное положение для оказания политического влияния, в том числе и на избирателей в ходе предвыборных кампаний. В политическом лексиконе существует выражение "вне политики, по закону Хэтча" ["hatched" = "subject to the restrictions of the Hatch Act"], в отношении лиц, которых непосредственно касаются законы Хэтча
